Detainers and ODOC Release Destinations

A state release can be to the community, parole supervision, or another authority. A detainer may direct the person to another county, state, country, federal authority, or immigration custody. “Paroled to detainer” ends one state-custody segment without establishing a return home. The receiving authority controls present custody.

Read detainer, consecutive-case, and stipulation fields when they appear in a Board record. Search the receiving system only when the record identifies it. Oklahoma VINE may report a custody transition, but VINE remains notification infrastructure rather than the original ODOC release certificate.

Projected Dates Are Not ODOC Releases

Oklahoma exposes different milestones that should never be collapsed. Parole eligibility is the date a case can be considered. A projected date is an estimate used in a parole record. ODOC’s calculation is tentative. A Board grant or recommendation is a decision stage. Physical release is the implemented custody event, while the end of supervision can occur later.

Earned credits, classification, misconduct, achievement credit, jail-time credit, consecutive or concurrent structure, court changes, audit corrections, appeals, commutation, and detainers can alter timing or destination. Oklahoma’s 85 percent rule applies only to enumerated serious offenses, not every ODOC sentence. The exact offense and law govern.

Do not independently calculate a release from sentence length. Use the judgment for legal structure, the Board record for parole stages, and ODOC for the maintained state calculation and eventual discharge. Preserve the date of each lookup because records can change as the sentence is recalculated.
